SMS Opt-In & Consent Policy
Last updated: July 2026
This page documents how recipients consent to the Oncu SMS program (brand: Oncu, operated by Vanguard Veil Limited). It is provided as opt-in proof for carrier (A2P 10DLC and toll-free) verification.
Who sends and who receives
Oncu sends account & compliance notifications — not marketing — to caregivers of participating home-care agencies. A typical message reminds a caregiver that one of their own visits is missing a clock-out in their EVV app. Messages never contain protected health information (PHI).
How consent is collected (opt-in method)
There is no public keyword or web sign-up. Each caregiver gives prior express written consent to their employing agency during employment onboarding. The agency records that consent in the Oncu platform, and Oncu will only send messages to a number the agency has marked as consented. Consent is not a condition of any purchase, and a caregiver can withdraw it at any time by replying STOP.
Agencies collect consent using language equivalent to the following:
☑Text message consent. I authorize [Agency Name], through its compliance provider Oncu (Vanguard Veil Limited), to send me text-message reminders about my own electronic visit verification (EVV) records — for example, a reminder that a visit is missing a clock-in or clock-out. Message frequency varies. Message and data rates may apply. Reply STOP to opt out at any time and HELP for help. Consent is not a condition of employment or of any purchase.

Two-way replies
Recipients can reply with questions. The number returns PHI-free automated customer-care replies about correcting the caregiver’s own EVV entries — no marketing, no promotional content, and no protected health information. Replies of STOP and HELP are always handled first, as described below.
Frequency, rates, opt-out & help
Message frequency varies with visit-compliance exceptions and is rate-limited to a single gentle reminder, sent only within quiet-hours-compliant windows (default 8:00 a.m.–9:00 p.m. recipient local time). Message and data rates may apply. Reply STOP to unsubscribe (one confirmation, then no further messages); reply HELP or email support@oncu.us for help.
